In carrying out its mission to support business growth and stimulate investment in communities throughout New Jersey, the EDA maintains key alliances and partnerships with various departments and agencies.
New Jersey Board of Public Utilities
The New Jersey Board of Public Utilities (BPU) is a regulatory authority with a statutory mandate to ensure safe, adequate and proper utility services at reasonable rates for customers in New Jersey. Accordingly, BPU regulates critical services such as natural gas, electricity, water and telecommunications and cable television. BPU addresses issues of consumer protection, energy reform, deregulation of energy and telecommunications services, and the restructuring of utility rates to encourage energy conservation and competitive pricing in the industry. BPU also has responsibility for monitoring utility service and responding to consumer complaints. The EDA partners with BPU under Clean Energy Solutions.

Brownfields Redevelopment Interagency Team
The EDA serves on the Brownfields Redevelopment Interagency Team within the Department of Community Affairs (DCA), through which many departments and agencies cooperate to expedite brownfields redevelopment efforts. The mission of the Brownfields Redevelopment Interagency Team (BRIT) is to streamline and coordinate the brownfields redevelopment process for interested parties, guided by New Jersey’s Smart Growth policies and practices.
The BRIT is comprised of more than 20 state agencies and programs, including the EDA, and reviews redevelopment projects in an informal, problem-solving atmosphere. Incentives are bundled and tailored to each unique project. The BRIT also serves as the state partner with the New Jersey Brownfields Redevelopment Task Force on brownfields policy issues.

New Jersey Brownfields Redevelopment Task Force
The EDA is a member of the New Jersey Brownfields Redevelopment Task Force (BRTF), which was created under the New Jersey Brownfield and Contaminated Site Remediation Act to coordinate efforts to redevelop brownfield sites statewide. The 13-member Task Force assists municipalities and counties in using brownfield redevelopment to help implement Smart Growth strategies in their plans and initiating an inventory of marketable brownfield sites for prospective developers with the support of the Brownfields Redevelopment Interagency Team.

New Jersey Department of Environmental Protection
The EDA administers the Hazardous Discharge Site Remediation Fund (HDSRF) through a partnership with the New Jersey Department of Environmental Protection (DEP). The HDSRF is a vital tool used by municipalities; developers, businesses and homeowners for returning contaminated and underutilized properties to productive use. The Fund provides financial assistance for the investigation and/or remediation of suspected or known discharges of a hazardous substance.
DEP evaluates an applicant's preliminary eligibility requirements, the technical merits of the proposed project, and the estimated project costs. Upon DEP approval, the EDA evaluates an applicant’s financial status, determines grant and/or loan eligibility, and awards funding.

New Jersey Department of Labor and Workforce Development
The New Jersey Department of Labor and Workforce Development (LWD) offers resources for employers, job seekers, career development, and more. The EDA collaborates with LWD on a variety of initiatives, including business attraction, recruiting, staffing support, and workforce requirements.

New Jersey Housing and Mortgage Financing Agency
For more than 30 years, the New Jersey Housing and Mortgage Finance Agency (HMFA) has worked with municipalities and developers across the state to provide financing and technical assistance for the development of affordable housing. In addition, HMFA is committed to advancing the work of not-for-profits and community organizations.

The Port Authority of New York and New Jersey
The EDA and The Port Authority of New York and New Jersey have partnered on the Portfields Initiative designed to help private developers, communities and others transform underutilized and brownfield sites to productive properties. The initiative seeks to create new development sites and economic opportunities in the Port District within an approximate 25-mile radius of the Statue of Liberty to meet the fast-growing commercial cargo needs of the region.
The Portfields Initiative provides financial incentives, access to affordable capital, planning and other technical expertise, and coordination with state agencies for expedited project permitting and approvals to accelerate development.

Urban Enterprise Zone Authority
Founded in 1983, the UEZ program was created to foster an economic climate that revitalizes designated urban communities and stimulates their growth by encouraging businesses to develop and create private sector jobs through public and private investment. UEZ is administered by the New Jersey Department of Community Affairs, which collaborates with the EDA to implement the UEZ Energy Sales Tax Exemption Program.

Office of Small Business Development Centers
The Office of Small Business Development Centers (SBDC) provides management assistance to current and prospective small business owners. SBDCs offer one-stop assistance to individuals and small businesses by providing a wide variety of information and guidance in central and easily accessible branch locations. The program is a cooperative effort of the private sector, the educational community and federal, state and local governments and is an integral component of Entrepreneurial Development's network of training and counseling services.

Brick City Development Corporation
Brick City Development Corporation (BCDC), the primary economic development catalyst for Newark, New Jersey, was organized to retain, attract and grow businesses, enhance small and minority business capacity, and spur real estate development within the city.
