CSIT - New Jersey SBIR/STTR Support Program

CSIT has established a new SBIR/STTR support program aimed at enhancing the innovative economy in NJ. The program will provide technical and financial support to NJ small businesses seeking to or participating in the federal SBIR/STTR program. 


The Program has four key objectives, all of which are geared towards accelerating the growth of the innovation economy in the State to:

 

1. Increase the success rate of NJ grant applications seeking federal funding for SBIR/STTR programs 

2. Support a NJ based organization to win the Federal and State Technology (FAST) grant in order to provide technical assistance for SBIR/STTR programs

3. Reduce the financial burden for small NJ companies that have won Phase 1 of the federal SBIR/STTR program

4. Increase success and maximize growth of small NJ companies in moving from Phase I to Phase II of the SBIR/STTR federal program


The $500,000 grant program will operate on a pilot basis for a period of three (3) years, subjected to available funding and has two core components; (i) Technical Assistance and (ii) Direct Financial Assistance. 


Component 1: NJ SBIR/STTR Grant opportunity for Technical Assistance Providers 


Program Overview


Technical Assistance and matching funds for FAST application:

The CSIT program for FAST, will provide a grant of $125,000 to one selected NJ-based organization and will coordinate with the Governor’s office to provide the required corresponding supporting letter necessary for the organization to apply to the FAST program. This will allow the organization to submit a competitive application while also providing 1-to-1 matching leverage for the CSIT’s funds (if successful).

The aim of the technical assistance is to enable NJ small businesses to learn about and engage in the SBIR/STTR process, improve the quality of proposals, enhance the competitiveness of applications and thereby increase the number of NJ winners for the Federal SBIR/STTR grants. Technical assistance to be offered by the organization will consist of informational and technical seminars on SBIR/STTR, one-on-one support for proposal preparations, specialized reviews, webinars, online assistance, critiques and suggestions on how to create competitive applications and submission guidance. 
 

Eligibility Criteria


To ensure that the selected organization can fulfill all of the application requirements for the FAST program and has a chance of winning a federal grant; the NJ program requirements (eligibility criteria, application process and review criteria) are aligned to that of the Federal program.

To be eligible for the NJ grant for the FAST program, an organization must meet the following criteria:
 

1. Meet the standard eligibility requirements of the Federal FAST program (Exhibit A)

2. Have at least three (3) years of experience in administering technical assistance programs including outreach activities and financial support activities

3. Applicants must be a NJ based organization (located and registered to do business in NJ)

Component 2: Grant opportunity for NJ Small Businesses that have been successful in the Federal SBIR/STTR program


Program Overview


Grant for Phase 1 Winners:

CSIT will provide a grant of $25,000 each to seven (7) NJ small business that have received a Phase I award letter no more than two (2) years ago from the date of CSIT’s Notice of Grant Funding (December 18, 2019) . The grant is aimed at reducing the financial burden and support Phase I winners to increase intensity of research, strengthen commercialization plans, cover operational expenses and become more competitive for Phase II. The grant will be flexible to help cover general operational expenses.

Bridge grant for Phase 2 Applicants:

CSIT will provide a $50,000 bridge grant to four (4) NJ small businesses that have competed Phase I of federal SBIR/STTR program and have applied for Phase II funding no more than two (2) years ago from the date of CSIT’s Notice of Grant Funding (December 18, 2019). The grant will enable NJ small businesses maintain operations while waiting on Phase II awards and cover general operational expenses directly related to the project/product for which a Federal Phase II award is being sought.

 

Eligibility Criteria

 
Grant for Phase I winners: All applicants to the Phase I direct assistance program must meet the following eligibility criteria:
 
i. Be a recipient of  a Phase I SBIR/STTR award letter no more than two (2) years ago from the date of CSIT’s notice of grant funding (December 18, 2019)
ii. Be a NJ based small business; (50% or more of research, development, manufacturing and commercialization work done in NJ)
iii. Be a NJ resident or employee designated as the principal investigator/project manager for the duration of the matching grant

Bridge grant for Phase 2 Applicants: All applicants to the bridge funding assistance program must meet the following eligibility criteria:
 
i. Be a previous award winner within the last two (2) years prior to the issuance of this Notice of funding that have successfully completed a Phase I federal SBIR/STTR program, submitted a Phase II SBIR/STTR application and have not received a Federal response yet
ii. Be a NJ based small business; (50% or more of research, development, manufacturing and commercialization work done in NJ)
iii. Be A NJ resident or employee designated as the principal investigator/project manager for the duration of the matching grant
iv. Have at least three (3) NJ based employees of the company working at least 20hrs per week each for the company
v. Been awarded no more than 5 federal SBIR grants
